A centre's pass rate is mostly a fact about the people who book tests there: how much instruction they have had, how much private practice, how many are on a second or third attempt, and how ready they were when the date came round. Nationally the range runs from 34.3% to 63.2%, and no set of junctions explains a gap that wide.
Two candidates of the same standard do not have meaningfully different odds because of a postcode.
